Abstract
This study tests whether innovative culture and communication exert multiple additive moderating effects on the relationship between civil servants’ perceived organizational citizenship behavior(OCB) and organizational silence. Responding to the growing demand for innovation in the public sector, we clarify how employees’ OCB relate to silence and how organizational culture and communication shape this linkage. Using data from 6,075 central‑ and local‑government officials who participated in the 2024 Public Officials' Work‑Life Survey, we estimated a dual-moderator model using Hayes' PROCESS Macro Model 2. The analysis shows that perceived OCB significantly attenuates organizational silence. Moreover, both innovative relational culture and communication strengthen this negative association, acting as significant moderators. When both moderators are high, the suppressing effect of OCB on silence more than doubles relative to the mean level, confirming a multiple additive moderation pattern. These findings indicate that civil servants’ OCB functions as a key lever for reducing organizational silence, and that fostering an innovation‑oriented relational culture and open communication can further amplify this benefit. The study offers cultural, institutional, and managerial policy suggestions for mitigating silence and enhancing the long‑term sustainability of public organizations.
