Abstract

This study examines Korea’s recent shift in foreign labor visa policy and analyzes governance changes through a combined framework of Multi-Level Governance (MLG) and Experimental Governance. It asks two questions: how authority redistribution and coordination between central and local governments are manifested in the Local Government-led Visa and the Employment Permit System pilot, and how these dynamics can be explained through MLG; and how multiple actors—central and local governments, firms, and overseas agencies—interact through cooperation and conflict, and what policy implications arise from feedback-based learning in Experimental Governance. Using Ulsan’s shipbuilding sector as a case, the study draws on document analysis and semi-structured interviews to examine authority allocation, collaborative governance practices, and institutional adjustments. Findings show that partial authority was devolved to local governments, and multi-actor vertical and horizontal networks improved efficiency and responsiveness. Experimental features included flexible goal-setting, adaptive procedures, and policy learning through feedback mechanisms. Metropolitan governments partly offset municipal capacity gaps, while accountability issues were less evident than in previous studies. While previous studies on immigration governance have emphasized vertical power relations, this study extends the literature by examining collaborative governance practices and experimental dynamics at the implementation stage. It provides practical insights for refining central–local cooperation and evaluating institutional experiments in the context of demographic decline.
