Abstract

This paper investigates the influence of political factors (or supply factors), such as the government’s political inclinations and the presence or absence of elections on the determination of the size of transfer payments using quarterly time series data over the period 1990–2023 in Korea. The political inclinations of the government and National Assembly are divided into conservative and progressive depending on the party affiliation of the elected president and the majority party in the National Assembly, respectively. The presence or absence of elections is divided into the period before the presidential election, before the National Assembly election, and before the local election, and the period without it. Transfer payments are denoted as the amount of transfer payment (trillion won), the amount of transfer payment per person (10,000 won), and the ratio of transfer payment to government expenditure (%). The estimation uses a dynamic OLS model based on the results of a test that establishes a long-run relationship between socio-economic factors (or demand factors) and transfer payments. The regression results suggest that the size of transfer payments are significantly influenced by socio-economic factors, such as GDP per capita, government expenditure ratio, GDP gap ratio, and elderly population ratio, but the influence of political factors is rather limited. That is, progressive governments generally increased the size of transfer payment compared to conservative governments. However, the above results should be interpreted restrictively since progressive (or conservative) governments prefer expansionary (or austerity) fiscal policy. There is no evidence that the presence or absence of elections can affect transfer payments.
