유럽연합(EU)의 ‘전략적 자율성’ 용어는 최근 ‘전략적 주권’ 개념과 함께 분석된다. 최근 경제안보의 이슈가 확산되며, 주요국이 경제안보 정책을 쏟아내고 있다. 이러한 상황에서 경제 및 통상 영역에서의 ‘전략적 주권’은 공급망 관리, 전략적 파트너십 재구성, 세계적 권력 이동의 결과로 상당한 압박을 받고 있는 다자간 질서 유지에 관한 문제에 대응하는 개념이다. 핵심원자재법(RMA), 역외보조금 규제, 기업실사의무지침 등, EU가 다양한 보호 정책 및 보호주의 정책을 제시하고 있는 현재, 국가만이 차용해 온 ‘주권’의 개념은 경제영역의 ‘전략적 주권’으로서 연합의 제도적 심화(deepening)를 이끌 수 있을 것인지 분석할 필요가 있다. 본 연구에서는 EU의 ‘전략적 주권’ 개념을 고찰하고, EU가 연합 차원에서 제시한 대외경쟁 전략 및 정책이 회원국 차원의 전략적 주권 추구 역할 및 역량과 부합하는지 여부에 관하여 분석할 것이다. European Council on Foreign Relations (ECFR)는 기후, 안보, 경제, 기술 등 영역에서 회원국의 유럽주권에 대한 기여도에 대해 유럽주권지수(ESI)를 제시하고 있다. 본고에서는 각 회원국의 기여와 역량이 EU의 ‘전략적 주권’에 어떠한 영향을 미치는지에 관하여 분석할 것이다.
Abstract
The European Union (EU) has been deepened through cooperation in the internal common market. In the mid-2010s, as the conflict between the US and China intensified, the term ‘strategic autonomy’ emerged and is considered an effective foreign strategy for the EU. In the issue paper ‘Strategic Autonomy, Strategic Choices’, which summarizes the debate on ‘strategic autonomy’, it is stated that “it is not a zero-sum game, but rather a balance between full autonomy and full dependence, with outcomes that vary depending on the policy area.” It was defined as “sliding range”. ‘Strategic autonomy’ has recently been analyzed together with the concept of ‘strategic sovereignty’. Recently, the issue of economic security has spread, and major countries are pouring out economic security policies. In this context, ‘strategic sovereignty’ in the economic and trade sphere is a concept to respond to issues related to supply chain management, reorganizing strategic partnerships, and maintaining multilateral order, which is under significant pressure as a result of global power shifts. Recently, the EU has been proposing various protection and protectionism policies, such as the Critical Raw Materials Act (RMA), offshore subsidy regulations, and corporate due diligence guidelines. There is a need to analyze whether the EU can lead institutional deepening through the concept of ‘sovereignty’ that only countries have borrowed, that is, ‘strategic sovereignty’ in the economic sphere. In this paper, I examined the concept of EU's ‘strategic sovereignty’ and analyzed whether the external competition strategies and policies proposed by the EU at the union level are consistent with the role and capacity of member states to pursue strategic sovereignty. The European Council on Foreign Relations (ECFR) presents the European Sovereignty Index (ESI) on member states' contribution to European sovereignty in areas such as climate, security, economy, and technology. In this paper, we will analyze how the contributions and capabilities of each member state affect the EU’s ‘strategic sovereignty’.
