본 논문에서는 EU가 경제안보의 도구이자 목표 달성을 위해 제시한 핵심원자재법(CRMA) 정책의 의의를 매슬로의 욕구단계설(Maslow's hierarchy of needs)의 시각에서 분석하였다. 본고에서는 안보 영역과 경제 및 통상 영역에서 EU의 ‘전략적 자율성’이 다른 의미와 적용, 목적으로 사용되고 있음을 분석하였다. 핵심 광물은 매슬로의 욕구단계 중 생리적 및 안전 욕구(physiological needs)와 관련되므로, CRMA는 최근 제시되고 있는 EU의 경제안보 전략 중 가장 하위단계인 필수요소에 해당한다. 따라서 주요국들은 최근의 경제안보 전략 중 핵심원자재에 관한 경쟁은 양보할 수 없는 요소이며, EU 또한 마찬가지인 것이다. EU는 글로벌 시장에서 공급에 관한 공정성, 수급에 관한 지속가능성, 환경에 관한 자원효율성을 추구하며 전략적 자율성을 확보하기 위해 정책을 집중하고 있다.
Abstract
In this paper, the significance of the CRMA policy proposed by the EU to achieve its goals as a tool for economic security was analyzed from the perspective of Maslow's hierarchy of needs. In this paper, I analyze that the EU's 'strategic autonomy' is being used for different meanings, applications, and purposes in the areas of security and economy and trade. Since core minerals are related to physiological and safety needs among Maslow's stages of needs, CRMA is an essential element, the lowest stage of the EU's recently proposed economic security strategy. Therefore, competition in key raw materials is an element that cannot be compromised among major countries' recent economic security strategies, and the same applies to the EU. The EU pursues fairness in supply, sustainability in supply and demand, and resource efficiency in the environment, and is concentrating its policies to secure strategic autonomy in the global market.
