Abstract
This study examines global supply chains of the semiconductor industry and analyzes the EU’s position and policies. It argues that the EU’s support plans for its semiconductor industries are closely related to its open and strategic autonomy. The push towards the development of EU industrial policies are driven by several factors, such as heavy industrial subsidies of other countries and increasing tensions in global supply chains amid the US-China competition, as well as the increasing acknowledgment that public investment is necessary to achieve the ambitious European objectives such as the green deal and digital transformation. The EU’s industrial policies do not aim to replace global supply chains with European ones, but it attempts to strengthen the industrial ecosystem in Europe. The goal is mainly to reduce external dependence to a “controllable level” by securing specific capabilities in the upstream and manufacturing stages of the semiconductor sector. It also aims to solidify further its industrial edges in the competitive area. Such a policy can be viewed as an attempt to reconcile two challenging concepts, ‘open’ and ‘strategic’ in the EU’s external policy stance.
