독일의 대외 군사지원정책 변화 연구: 러-우전쟁 이후의 동향과 전망

초록

본 연구의 목적은 러-우전쟁 이후 변화하는 독일의 대외 군사지원정책 내용과 그 원인을 파악하고, 향후 예견되는 독일의 대외 군사지원정책을 전망해 보는 데 있다. 러-우전쟁 이후 대외 군사지원과 관련한 독일의 움직임이 빠르게 변화하고 있다. 전쟁 초기까지 군사적인 개입에 소극적이었던 모습과 달리 장기전으로 진입한 러-우전쟁에서 독일의 대(對) 우크라이나 지원 정책은 적극적인 방향으로 변화했다. 독일의 적극적인 대외 군사지원정책의 추진과 결과는 제2차 세계대전 이후 ‘경제적 거인과 정치적 난쟁이’로 묘사되어 온 독일의 이미지를 희석시킬 것으로 보인다. 장기화되고 있는 러-우전쟁의 이면에서 진행되고 있는 유럽 안보 질서의 변화와 독일의 위상 변화 과정이 동북아 질서 변화에 시사하는 바는 크다. 미-중 패권 경쟁 이면에서 진행 중인 전범국 일본의 역할 및 위상 변화가 동북아에서도 유사하게 진행될 가능성이 크기 때문이다. 유동적인 국제질서 변동의 이면에서 진행되는 구체적인 변화에 대한 주의 깊은 관찰이 필요한 때이다.

Abstract

The purpose of this study is to identify the causes and contents of Germany's overseas military support policy that changes in the wake of the Russo-Ukraine War, and to prospect Germany's future overseas military support policy. Since the outbreak of the Russo-Ukraine War, Germany's movement regarding external military support has been rapidly changing. Unlike hesitating military interventions until the beginning of the war, Germany changes pro-actively its support policy for Ukraine despite the prospect of the prolonged war. The conduct and consequences of Germany's active overseas military support policy will improve Germany's image, described as an "economic giant and political dwarf" since the end of the World War II. The change in the European security order and hence the Germany's status, which is stealthily developing following the prolonged Russo-Ukraine War will have great implications for the change in the order in Northeast Asia. This is because the ongoing role and status change of Japan, another war criminal country behind the US-China hegemony competition, is likely to be reproduced similarly in Northeast Asia. It is time for the careful observation of specific changes that are taking place behind the fluctuations in the international order.
