Abstract
This paper argues that the reccuring formation of Germany’s Grand Coalition (Große Koalition; GroKo) is no longer an exceptional phenomenon, but rather the structural outcome of institutional and political constraints that have become routinized. There are three interrelated constraints are highlighted. First, the “firewall(brandmauer)” norm prohibiting cooperation with the far-right rules out coalitions composed soley of center-right and right parties. As a result, CDU/CSU elites cannot exclude center-left partners, and this is reflected at the voter level: CDU/CSU supporters prefer coalition options with the ideoligically distant The Greens (Die Grünen) over than those involving the AfD. Second, the parliamentary convention that federal governments must have an absolute majority further narrows the range of options. With the diminished influence of FDP, the SPD remain the only partner capable of providing the CDU/CSU with a parliamentary majority. Conflicts between CDU/CSU and FDP elites have also been mirrored at the voter level, where CDU/CSU express similar levels of favorability toward both FDP and SPD. Third, the polarization of the party system, the accumulated experience of repeated coalition governance, and the relatively close political distance between two major parties have led the CDU/CSU to repeatedly call upon the SPD. Whenever inclusion of a left-of-center partner becomes unavoidable, the SPD becomes the safest and most reliable option. Taken together, these factors have transformed the Grand Coalition from an exceptional measure to overcome political deadlock into a predictable and even stable option of government formation.
