독일 선거 연합의 유형, 목표 및 전략의 성격과 영향 요인

1998년 이전 독일에서는 전통적인 단선적 균열 구조에 기반한 양대 정당 중심 3당제에서 선거 연합이 형성되지 않았다. 하지만 구조적⋅행위자적 요인의 변화로 인해1998년에 처음 선거 연합이 결성되었고, 이후 선거 연합은 관례처럼 되어가고 있다. 구조적 요인과 관련해 중요한 변화는 1980년대와 1990년대를 거치면서 균열 구조가 다양해지고 (동맹90/)녹색당과 민사당(좌파당)이 등장해 5당 체제가 형성된 것이다. 그리고 행위자적 요인의 변화는 당내 갈등 등으로 인해 정당 정체성이 변하거나 이념적 유사성에 기반해 선거 연합 결성에 대한 정당의 회피 성향이 사라진 것이다. 특히 이념적유사성은 선거 연합의 성격에 큰 영향을 미쳤다. 이념적 유사성이 상대적으로 낮은 정당들의 두 연합인 흑황 연합과 적녹 연합은 통치연합 결성 선언과 교차 투표 호소의 형태를 띠면서 공직 배분과 정책 실현을 유사한 비중으로 추구하고 전선 전략을 채택했다. 반면 이념적 유사성이 높은 정당들의 연합인 민사당-선거대안당 연합은 공동 후보명부 작성과 후보 단일화의 유형을 띠면서 공직 배분보다 정책 실현을 더 강하게 추구하고 연대 전략을 사용했다.
Abstract
Electoral coalitions had not formed in Germany because only three partiesestablished party system based on a traditional one-dimensional cleavagestructure. But in 1998 the coalition formed for the first time due to the changesof the structural and actoral factor, and the forming electoral coalition seems tobecome a custom. The important change with regard to structural factor is thatthe cleavage structure became multi-dimensional and the five-party-systemincluding the B90/Greens and the PDS(The Left Party) was established throughthe 1980s and 1990s. And the change of actoral factor suggests that thecoalition avoidance tendency of political parties disappeared due to theideological similarities between them or to the change of party identities. Especially the ideological similarities had a big influence on the characteristicsof electoral coalitions. The black-yellow and red-green coalitions in whichrespectively the ideological similarity between their coalesced parties wererelatively low coordinated their campaigns through dual ballot instruction and toenter government together after the election and used a front strategy inpursuing both the benefits of public office (office-seeking) and the implementationof public policy (policy-seeking). On the contrary, the coalition of the PDS andthe WASG in which the ideological similarity between the two parties wasrelatively high ran with joint candidates or joint lists and adopted a solidarity strategy in pursuing the implementation of public policy rather than the benefitsof public office.
