독일의 4차 대연정: 그 파급효과와 문제점에 대한 분석

초록

이 연구는 “독일은 대연정 국가다” 라는 테제에 편승해서 2017년 9월 24일 독일총선을 분석하였다. 이 연구는 첫째, 대연정의 경과, 둘째, 독일 정당체제의 와해, 특히 독일 양대 정당의 쇠약, 셋째, 새로운 형태의 정부구성. 넷째, 새로운 정당의 출현 등을 중점적으로 점검하였다. 이 연구는 결과적으로 독일의 전통적인 거대 양당체제(the two-bloc party system)가 유연한 다당제로 전환되고 있다는 것과 정부구성에서 50%+1의 의석수를 채우기가 어려워지는 선거결과에 따라 “독일은 대연정 국가다” 라는 테제는 탄력을 받게 될 것이라고 말하고 있다. 이런 사실은 대연정 하에 치러진 바이에른 주 선거 결과를 통해 재차 확인할 수 있게 됐다. 그 결과 기존의 독일 정당제도는 빠르게 무너져 내리는 가운데 더딘 새로운 정당체제를 맞이하게 될 것이라는 전망을 하고 있다.

Abstract

This paper has raised some research questions. General election 2017 has revealed that my research questions are right. First, question about grand coalition. After election SPD party leader M. Schulz declared we will not take part in grand coalition. So, CDU party leader Angela Merkel have started to talked with FDP and Greens in order to build government. If this conversation had a succeed this government will be called as Jamaica coalition: CDU/CSU+FDP+Greens, but failed. Second, question about election results shows that the political party system of Germany has been changed especially the two big parties have lost their basis. Third, question about new type of government building. Jamaica coalition has been failed. Theoretically, there is also Kenia-Koalition(CDU, SPD, Green), but CDU/CSU and SPD have opened a new conversation about grand coalition from the beginning of new year. But SPD members are against it, so it make no progress till now. Last, question about new party. the big event of this election is great success of AfD which have extreme conservative ideology. AfD have 13% support and 94 seats in Bundestag. In conclusion, the political party system in Germany has been drastically changed from 2.5 political party system to moderate multiparty category system or fluid-five party system.
