합의정치의 딜레마: 제3기 독일 대연정을 중심으로

본 글은 독일의 제3기 대연정을 사례로 합의정치의 딜레마를 분석하였다. 그에 따르면 대연정을 구성한 기민/기사련과 사민당의 거대 양당이 주요 정책현안(그리스 부채 위기 및 난민위기 등)을 놓고 근본적인 문제해결이 아닌 집권을 위한 현실전략에 매몰되어 있는 것으로 판단되었다. 그 결과 문제해결능력에 대한 유권자의 불만은 2016년 연방 주 의회선거들에서 특히 독일대안당과 같은 군소정당의 지지율 증가로 나타났다. 따라서 연정의 효과가 반드시 최적의 결과를 가져오는 것은 아니며, 나아가 대연정과 3개 이상 군소정당과의 소연정 구성을 대안으로 선택할 수밖에 없는 정당체제의 분절화는 독일의 합의제 민주주의 하에서 중대한 정책변화를 더욱 어렵게 하고 있다.
Abstract
This article analyzed a dilemma of consensual politics which the third grand coalition government in Germany has been faced since its start. In conclusion, the two larger parties(CDU/CSU and SPD) who form the grand coalition government were hung up on real strategy to keep in power more than fundamental problem-solving around main issues, esp. Greece debt crisis and refugee crisis. The electoral dissatisfaction with its problem-solving capacity, in fact, has increased the support for the small party like especially Alternative for Germany(AfD) at the 2016 state elections. The coalition government, therefore, does not always produce the optimal results. Furthermore, the fragmentation of the party system, which could choose coalition options to the alternative between a grand coalition and the formation of smaller coalitions of three or more parties, makes it even more unlikely that decisive policy change can be achieved in the current setting of the German consensus democracy.
