Abstract
The social market economy is based on the principle of harmonizing and integrating economic and social orders. The widespread adoption and transformation brought about by digital technologies are triggering profound changes across various domains of human life, including politics, economy, society, and culture. In the economic sphere, digital technologies demand a fundamental restructuring and reorganization of traditional value creation processes, inevitably leading to changes in the labor market and working conditions. In response to these developments, the social market economy is attempting to realign the harmony and integration between economic and social orders to meet the demands of the digital era. Empirical studies increasingly show that such efforts can align economic efficiency with the interests of workers. Accordingly, this study examines the meaning and limitations of the social market economy in the digital age by focusing on codetermination—one of the key institutions embodying the integration of economic and social orders. Drawing upon theoretical discussions and empirical case studies, the paper demonstrates that codetermination serves as an effective mechanism for managing digital transformation at the workplace and corporate levels, thereby contributing to the harmonization of economic and social structures. However, its effectiveness is found to be limited to regular employees, as codetermination is institutionally designed around them. One of the most distinctive features of the digital economy is platform labor. However, platform workers are often not recognized as employees, which prevents them from resolving work-related issues through the codetermination system. For this reason, organizational efforts among platform workers have emerged in major German cities, achieving partial success. Nevertheless, the presence or absence of works councils has proven to be a key factor in the sustainability of such organization and in addressing their issues through collective bargaining. Therefore, the paper argues that establishing works councils for platform workers and expanding codetermination at the workplace level are essential components for adapting the social market economy to the digital era. This discussion also offers important implications for addressing platform labor issues in South Korea, where such institutions are absent. The study suggests the need for a platform of social dialogue involving platform workers, labor unions, digital platform companies, and service users to collaboratively address these challenges
