Abstract

The purpose of this article is to analyze responses to platform work in the UK and Germany, two countries representing different types of capitalist systems: Liberal Market Economies (LMEs) and Coordinated Market Economies (CMEs). It also identifies factors that promote and constrain the growth of platform work in both countries. According to this analysis, in the UK, a government-led top-down response based on weak social partnerships was prominent. In contrast, in Germany, alongside the government's role, bottom-up self-regulation based on institutional practices rooted in social consensus was also implemented (encouraging platform workers to join unions, participate in collective bargaining, establish works councils, and utilize labor-management social partnerships). Furthermore, this article demonstrates that facilitating factors are more prevalent in the UK, while constraining factors are more prevalent in Germany, particularly in labor market, financial, social security, and political systems. This demonstrates that both countries are influenced by the institutional contexts of the LME and CME they represent. However, this study also added that there may be factors hindering the growth of platform work in the UK, and factors promoting its growth in Germany. In the process, it was suggested that while a particularly strong welfare state is generally expected to be a detrimental factor to the growth of platform work, this may not be the case in some cases. Therefore, it was emphasized that further research is needed to explore the relationship between welfare states and the growth of platform work.
