Abstract
By defining the ‘industrial sector space’ as a web of interrelated industrial sectors that evolve mutually, we are able to view that the industrial sector space is co-evolving with techno-industrial policies under the changing landscape conditions. It has been observed that industrial sectors have been sequently developed over time rather than having done simultaneously within a country. This paper aims to provide an analytical framework as well as a case study for the co-evolution of the industrial sector space and techno-industrial policy. From analysis of major industrial sectors in Korea, we could identify some patterns of sequential sectoral development, which verifies the usefulness of our analytical framework. We report two patterns here, first, techno-industrial policies shift their goals from building imitation capability of individual firms to in-house capability through networking activities while industrial sector space has evolved from labor-intensive, capital- intensive to emerging sectors. Second, it is evolving from ‘picking winners’ for resources to functional policy with emphasis on market mechanisms along with changes in industrial sector space. The result can provide us with not only useful implications for developing countries that try to design relevant techno-industrial policy, but also some hints for future direction of Korea’s techno-industrial policy.
