초록

급속한 경제발전을 통해 신형대국으로 부상한 중국이 동북아시아 지역뿐만 아니라 전세계적으로 그 영향력을 확대해나가면서, “중국의 강대국화는 새로운 국제 규범질서를 창출할 것인가?”라는 근본적인 질문에 대한 관심을 촉발시키고 있다. 강대국으로 부상하는 중국이 과연 미국과 서구사회를 중심으로 형성된 기존의 자유주의적 가치와 국제 규범을 계속적으로 준수하고 따를 것인지, 아니면 독자적 노선을 추구하며 국제관계에서 자신이 선호하는 규범과 가치를 제시하고 추구하려 할 것이지, 중국이 이제 국제 규범과 가치에 관한 독자적 구상을 제시하기 시작했다면 그 구체적 내용은 무엇이 될 것인지에 대한 의문이 제기되고 있는 것이다. 본 연구는 이러한 질문들을 둘러싼 중국 지식인들 사이의 논쟁을 중심으로, ‘국제 규범질서에서 강대국으로 부상하는 중국이 지향하는 역할’에 대한 중국 내부의 시각들을 분석하고, 중국 지식인들 사이에 나타나는 인식과 지향의 차이와 그들의 주장들에서 나타나고 있는 변화의 흐름들이 가지는 함의를 살펴본다.

Abstract

The rise of China as a great power draws international attention to a fundamental question of “a rising China will attempt to create a new international normative order?” It raises a question of whether a rising China will continue to comply with the existing liberal values and international norms which are dominant in the Western-led international society or China will actively suggest and promote new values and norms which it prefers in international relations. In order to understand Chinese internal views on the question, this article examines the Chinese intellectual debate on China’s role in the international normative order and global governance. It explores the perceptual differences among Chinese intellectuals engaged in the debate and their implications.
