Abstract
This study aims to analyze the structural restrictions of gender impact analysis as a gender mainstreaming strategy, focusing on administrative organizations and policy agents’ experiences. According to the results of the analysis, administrative organizations were based on formalism, seniority, and performance, while the gender impact analysis system relied on individuals. Policy agents passively accepted the system, resisted additional responsibilities, and sought limited policy improvement and transformation. It is therefore suggested that in order for gender impact analysis to realize the possibility of a transition to a gender equal society, government officials’ awareness and expertise regarding gender equality policy should be strengthened, cooperative administration should be established, and qualitative evaluation going beyond performance-based assessment should be put in place. It is also emphasized that gender mainstreaming strategies should be the responsibility of everyone in the administrative organization, and that transformation of mainstreaming can begin through changes in bureaucratic organizational culture and methods of handling individual duties.
