Abstract
· Research topics: This study aims to conduct an in-depth analysis of the working conditions of social welfare facility workers under local government jurisdiction and develop empirical improvement measures. · Research background: The poor treatment of social welfare facility workers requires urgent resolution as it can weaken the professionalism of workers and lead to a decline in service quality. · Differences from prior research: This study presented effective treatment improvement measures considering the financial conditions and welfare policy characteristics of local governments. · Research method: The research methodology combined quantitative analysis through surveys and qualitative analysis through in-depth interviews with field experts, comprehensively examining workers' working environment, compensation system, work intensity, expertise, job training status, and safety management system. · Research results: First, it was found that there is an urgent need to update the compensation system for social welfare facility workers. Second, while workload and professional competency requirements continue to increase, opportunities for systematic training and education for professional development were found to be limited. Third, workers showed high job stress indices and serious exposure to safety risk factors, yet the utilization rate of industrial accident insurance and the implementation rate of paid sick leave systems remained notably low. Fourth, there was a high demand for the institutionalization of comprehensive welfare benefits, including long-term service leave, welfare points, and paid sick leave systems. · Contribution points and expected effects: These research findings are expected to contribute to establishing a sustainable welfare delivery system and improving welfare service quality through enhanced treatment of social welfare facility workers.
