Democracy and Economic Growth in Post-Communist Transition Countries

초록

본 연구는 다양한 정치체제를 채택해 상이한 경제성과를 거두고 있는 탈사회주의 체제전환 27개국에서 민주주의가 경제성장에 미치는 영향을 분석하였다. 특히 2010년 이후 체제전환국들의 정권 유형이, 구분이 어려운 상태라기보다는, 대부분 어느 한 쪽으로 분류하기가 더 쉬운 체제 공고화의 단계에 진입해 있다는 점에서 정치체제와 경제성장 간 상관관계에 대한 분석은 의미를 가지고 할 것이다. 이를 위하여 본 연구는 1996년부터 2010년까지의 세계 거버넌스 지수(Worldwide Governance Indicators: WGI)를 독립변수로, 일인당 GDP를 종속변수로 하고 고정효과, PCSE 모델을 사용해 각국의 패널자료를 분석한 결과, 민주주의는 일인당 GDP에 부정적인 영향을 주는 것으로 나타났다. 이러한 결과는 현재 민주주의 체제를 갖추고 있는지 여부보다는 과거 축적된 민주주의 경험이 경제성장에 더 중요하게 작용할 수 있다거나 혹은 제도 개혁이 수반되지 않는 민주주의 체제 수용이 경제성장에 부정적인 영향을 미칠 수 있다는 다른 연구들과 접목될 수 있을 것이다. 다만 앞선 많은 다른 연구들에서 우리가 찾아내는 결과물과 마찬가지로, 본 연구결과는 패널분석을 하나의 방법론으로 채택하여 얻어낸 결과물에 불과하며 이러한 결과물이 현실을 얼마나 잘 설명할 수 있는가에 대한 평가는 긴 시간적 관찰 속에서 이루어지는 다른 연구자들의 추가적인 연구에 맡긴다.
