Abstract
The purpose of this study, covering 27 transition countries, is to analyze the relations between democratic reforms, economic reforms and economic growth. In this paper, transition countries are to be classified as several groups according to their degrees of progress of democratization. We examine whether economic and democratic reforms are mutually supportive, whether one reform dimension is more important than the other, whether the empirical evidence provides a clue as to the appropriate reform sequencing, whether one set of reforms have a greater beneficial impact on economic performance than the other, whether the interaction between economic and democratic reforms notably vary by group. We analyze cross-group trends of economic and democratic reforms, panel data trends aggregated by the three primary groups(democratized group, mixed system group and authoritarian system group) of the twenty-seven transition countries from 1990-2013. We also consider how economic and democratic reforms might affect economic growth, and vice-verse, through the econometric analyses. We also examine whether the two reform dimensions contribute towards economic growth, whether the performance of the economy feeds back towards the pace of reforms. One of the salient characteristics of the transition countries has been two very distinct patterns between economic and democratic reforms: convergence of the two reform dimensions in the democratized group and divergence in the authoritarian system group. Nevertheless, results from econometric tests, which attempt to control for possible intervening influences, suggest that: (1) economic and democratic reforms are mutually reinforcing throughout the region, except authoritarian system group. We also found evidence that: (2) economic reforms positively affect economic growth, (3) democratic reforms negatively affect economic growth throughout the region, except democratized group, (4) democratic reforms favorably affect economic growth indirectly through economic reforms and (5) while the feedback effects from economic growth to reforms are weakly negative, there is some evidence that economic growth may actually restrain democratic reforms, and economic contraction may facilitate democratization.
