데이비드 하비의 ‘새로운’ 제국주의론을 이론적 측면에서 비판적으로 검토하는것이 이 글의 목적이다. 하비는 ‘역사지리유물론’이라는 자신만의 독특한 방법론에입각해서, 자본주의적 제국주의를 “‘자본축적논리’와 ‘영토논리’의 모순적 혼합”으로 정의하고, 그 주요한 특징으로 ‘강탈에 의한 축적’을 들고 있다. 그러나 자본축적논리와 영토논리는 변증법적 대립 쌍을 이룰 수 없을 뿐만 아니라 강탈에 의한 축적은 하나의 독립된 이론적 범주로 성립될 수 없다. 이와 같은 이론적 엄밀성의 결여로 말미암아 하비의 이론은 개량주의적 전망으로 귀결될 수밖에 없다.
Abstract
The aim of this article is to critically examine the theoretical aspects of David Harvey’s theory of the ‘new’ imperialism. Based upon his unique methodology of ‘historical-geographical materialism,’ Harvey defines capitalist imperialism as a contradictory fusion of ‘the territorial logic’ and ‘the logic of capitalist accumulation’, and theorizes the concept of ‘accumulation by dispossession’ as its most significant feature. However, it is not only that the two logics cannot ever make up a dialectical pair of thesis and antithesis; the concept of accumulation by dispossession is too flawed to stand as an independent theoretical category. This theoretical failure leads Harvey to a reformist perspective.
