고전적 제국주의론에 대한 재고찰: 그로스만의 논의와 레닌의 불균등발전 개념을 중심으로

이 글은 고전적 제국주의론의 핵심을 그로스만의 제국주의론을 중심으로 추출할 때 중요한 자산들을 효과적으로 추출할 수 있다고 주장한다. 그로스만의 제국주의론에 기초할 때 홉슨·힐퍼딩 모형의 약점과 한계를 극복할 수 있고 이를 통해 레닌·부하린 종합의 의의를 더욱 살릴 수 있다고 주장하고 있다. 이 글의 주요 요지는 다음과 같다. 첫째, 그로스만의 제국주의론은 자본축적의 위기를 제국주의와 연결시켰다는 점에서 고전적 제국주의론에서 중요한 기여를 했다. 특히 자본수출과 대외무역이 가지는 의미에 대한 그로스만의 분석은 제국주의를 자본순환 운동의 결과로서 분석했다는 점에서 일관된 논리적 체계를 갖고 있다. 특히 그로스만의 제국주의론은 가장 오래된 제국주의 역사를 갖고 있는 영국 자본주의의 유기적 구성도와 이윤율 추계를 통해서도 실증적으로 입증된다. 둘째 이에 입각해 홉슨 및 힐퍼딩의 제국주의론의 특징을 정리하고 이에 대한 그로스만의 비판을 다룬다. 더 나아가 홉슨·힐퍼딩 모형과 레닌 및 부하린 제국주의론과의 연속성 및 불연속성을 다룬다. 셋째, 레닌 제국주의론에 몇 가지 한계가 있음에도 레닌의 제국주의론에서 불균등발전에 관한 분석은 현실 분석에서 매우 중요한 함의를 갖는다. 넷째, 이 글은 위 논의들을 바탕으로 제국주의 지표를 재구성해 232개국에 대한 실증분석을 한다. 이를 통해 1994년부터 2001년 사이의 세계 자본주의 국가들의 지위 변동을 살펴보고 제국주의 중심부에서의 지위 변동이 동아시아의 불안정과 군사적 긴장 고조의 주요 배경 중 하나임을 살펴보고 있다.
Abstract
This paper is composed of four parts. First, an interesting feature of Grossman’s treatment of counter-tendencies is how he integrates imperialism into tendency of the rate of profit to fall and economic crisis. This can be proved through an empirical study of data on organic composition of capital and on rate of profit during 1885~1949. Second, this paper asserts that it is possible to overcome the limitations of Hobson’ and Hilferding’s theory of imperialism and recuperate Lenin’ and Bukharin’s theory through the use of Grossman’s work. Third, this paper suggests that Lenin’s theory of Imperialism is still important, since comtemporary world economy continues to be characterized by the ‘unevenness and contradictions’ that he described. In Particular, Lenin’s theory is useful for studying East Asia’s military tensions. Fourth, this paper includes an empirical study on the status of 232 states. This study help the ‘unevenness and contradictions’ is useful today.
