신자유주의의 기원과 발전 과정 그리고 현재적 위기 상황에 관한 데이비드 하비 의 견해는 특히 신자유주의와 도시에 관한 마르크스주의적 연구를 위해 매우 유의 한 통찰력을 제공하지만, 또한 몇 가지 주요한 난점이나 의문을 남기고 있다. 첫째, 신자유주의를 계급권력의 복원을 위한 정치적 프로젝트로 이해함에 있어 계급에 대한 하비의 주장은 다소 모호하며, 탈취에 의한 축적의 개념은 구체적 요소들을 범주화하지 못했을 뿐만 아니라 마르크스 이론과 조응하기 위해 보다 정교하게 이 론화될 필요가 있다. 둘째, 신자유주의화 과정이 개별 국가에 따라 다른 조건들하에서 이루어졌다고 할지라도 세계적으로 거의 모든 국가들이 신자유주의화를 추진하게 된 공통적 배경은 무엇인가에 대한 설명이 있어야 할 것이며, 또한 신자유주의화의 지역불균등발전에 관한 논의는 이의 단순한 시공간적 차이가 아니라 국가 간또는 지역 간 관련적 관계로서 설명되어야 한다. 끝으로, 신자유주의화가 상품화, 환경퇴락 등의 여러 문제들을 만들어냈지만 또한 동시에 이 문제들을 매개로 자본 축적을 지속시키고 있음을 이해할 필요가 있으며, 노동운동과 탈취에 의한 축적에 대한 저항운동은 공통적으로 하비가 주장한 바와 같이 ‘도시에 대한 권리’라는 점에서뿐만 아니라 반자본(주의)운동으로서 공통적 특성을 가지는 것으로 이해되어야 할 것이다.
Abstract
David Harvey’s view on origins and development of neoliberalism and his comments on current financial crisis give us highly significant insights especially for Marxist research on neoliberalism and the city, but still remain some difficulties or questions. First of all, Harvey’s view on the class appears somewhat vague especially in his definition of neoliberalism as a political project to restore class power, and his concept of ‘accumulation by dispossession’ needs not only to categorize properly its major elements, but also to be more elaborated to correspond to Marx’s theory. Secondly, he needs some further explanations in oder to see common grounds on which almost all countries throughout the world have pursued neolibealization despite particular conditions of particular countries, and to see uneven regional development of neoliberalization in a relational term, not as a mere disparity in time and space. Thirdly, Harvey does not consider seriously that some problems such as commodification, environmental degradations, etc. are not merely results of neoliberaization but also mediators of further capital accumulation, and he does not suggest properly that both labor movement and struggles against accumulation by dispossession imply inherently the character of class movements for anti-capitalism as well as movements for ‘the right to the city’ as he argues.
