사회적 합의기구와 노동조합운동: 남아공과 한국의 사례(1995년에서 2002년까지)에 대한 비교

사회적 합의기구는 역사적으로 자본축적의 위기 상황에서 정부와 자본의 요구에 의해 만들어졌다. 또한 노동조합운동도 이러한 사회적 합의기구를 이용하여 노동자들의 이해를 반영하려 했다. 남아공과 한국의 사회적 합의기구는 여러 측면에서 차이를 나타낸다. 남아공의 사회적 합의기구는 노동조합운동의 헤게모니가 보장된 상태에서 운영되지만, 한국의 사회적 합의기구는 노동조합운동의 헤게모니를 보장하지 않는다. 그래서 남아공의 노동조합운동은 사회적 합의기구와 조응관계를 유지하면서, 사회적 합의기구에서 노동자‧민중의 이해를 관철하기 위한 투쟁을 전개한다. 한국의 노동조합운동은 노사정위원회와 비조응관계를 유지하고 있다. 2002년 현재 민주노총은 노사정위원회에 참여하지 않고 있다. 노사정위원회가 노동자‧민중의 이해를 보장할 수 있는 사회적 합의체제가 아니라 노동자‧민중을 탄압하는 이데올로기적 국가기구이기 때문이다. 사회적 합의기구가 민주주의 이행 및 공고화의 사회적 하부구조로 존재하기 위해서는, 노동조합운동의 헤게모니를 보장하는 상태에서 정부·자본과 비조응관계를 유지해야만 한다.
Abstract
Historically, the Government and Capital have made the Social Accord Organization to overcome some crisis of capital accumulation, and also the Trade Union have participated in the Social Accord Organization to get labors’ interest. There are some differences between the Social Accord Organizations in the South Africa and in South Korea. The Trade Union of the South Africa has hegemony in the Social Accord Organization, while the Trade Union of the South Korea dose not have hegemony in the Social Accord Organization. So the Trade Union of the South Africa, which sustains collaborative relationship with the Social accord organization, struggling against the Government’s neo-liberalistic policy in the Social Accord Organization. On the other hand, the Trade Union of the South Korea could not sustain collaborative relationship with the Social Accord Organization, whose name is the Economic and Social Development Commission. In 2002, The Korean Confederation Trade Union did not participate in Economic and Social Development Commission. That’s because KCTU thought that the Economic and Social Development Commission had become a ideological state apparatus representing more the interest of Government and Capital than that of labor and people. If the Government wants to make nation building for democratic consolidation of the South Korea through the Social Accord Organization, the Government must ensure trade union’s hegemony in Economic and Social Development Commission and the trade union should not sustain collaborative relationship with the Government and Capital.
