1987년 7〜9월 ‘노동자대투쟁’의 결과로 형성된 이른바 ‘1987년 노동정치 체제’라는 특수한 과도기 중 도입된 다양한 형태의 ‘사회적 합의’는 새로운 노사관계형성의 가능성에 대한 기대와 함께 적지 않은 주목을 받았다. 그러나 그간 한국의 사회적 합의를 둘러싼 논의는 과도하게 노사관계 혹은 노동정치 중심으로 이루어지면서 논의의 확장이 제약되었다. 이 논문은 기존의 논의가 축적론적 설명과 함께 논의될 때 좀 더 균형을 유지할 수 있을 것으로 보고 한국의 사회적 합의에 대해 경기변동론적으로 접근하였다. 분석결과 사회적 합의가 등장하는 시기가 경제위기국면과, 또한 한국의 사회적 합의의 불안정성이 노동배제적 의사(擬似)합의적 구조와 각각 관련이 있음을 확인하였다.
Abstract
This paper investigates the social corporatism in Korea in a business cycles perspective. It argues that: first, although not stable and alive long, various forms of social corporatism have been introduced since 1970 at the phase of economic crises. Second, instability of the social corporatism in Korea could by and large be explained by frequent violation of the corporatist principle of ‘non-exclusion’ or ‘egalitarianism’. The findings and discussions presented in this work should also be expected to enlarge the scope and range of issues in the related field including industrial relations and labour politics.
