이 연구는 한국의 사회적 대화 실험이 되풀이해서 발생하는 이유를 분석한다. 30 년 이상 진행된 실험에서 한국의 사회적 대화는 성공적이지 못했다. 그러나 사회적대화가 계속 이어진 이유는 국가가 이를 독립적 노동운동을 통제하는 수단으로 사용했기 때문이다. 늦은 민주화 이행, 복지국가 경험의 부재, 민주노조운동의 전통등의 요인으로 말미암아 민주노조운동의 신자유주의 시대에도 꾸준히 성장하였다. 이들의 도전을 통제하고 신자유주의적 자본재생산을 안정화하기 위해 사회적 대화라는 국가 장치가 필요했던 것으로 볼 수 있다.
Abstract
This study focused on the reason of recurrent social dialogue experiments in South Korea. But usually they were unsuccessful so far. And it was irony that the failed experiments were always reborn in next governments. The causes of irony were the necessities that Korean government wanted to control the independent labour movement, the Minjoonojoundong which was strong enough to challenge capitalist reproduction and political stability. So for the Korean governments, social dialogue state apparatus was the instrument of labour control that could easily be adapted and mobilized.
