Abstract
This study attempts to identify the notion of economic security as a national strategy under the continuing US-China rivalry. In particular, it is expected that US-China rivalry would be overheated by unstable energy/resources supply from current Ukraine-Russia war and Korea’s joining of IPEF. Given this expectation, this study defines as ‘economic security in Korea and its scope’. Further, it clarifies ‘what will be the economic security strategy in Korea to prepare for the overheating US-China rivalry’. And then, employing the notion of comprehensive economic security of the copenhagen school, the economic security sets limits to semiconductor-resources, green energy resources associated with carbon neutrality. In other words, the scope of Korea’s tech-energy-resources based economic security strategy is identified as the pivotal axis of Korean economic security. Synthetically, this study tries to develop a framework of tech-energy-resources based economic security strategy linking up RCEP and IPEF to secure the economic security or minimize the threat with the consideration of the rate of dependence on imports and the global supply chain associated with the scope of the economic security. Based on the findings in analysis for strategy, it is needed to strengthen technical tie-up with the U.S. and expand production and resources associated with its production with China in a semiconductor competition, and cooperate high-tech related to green energy with the U.S. These would be effective leverage for the relations with the U.S., and China. Additionally, this study suggests improving relation with Japan can secure stable supply chain for some of critical resources to produce semiconductor chips, such as rare-earth element and hydrogen fluoride.
