경제 안보 시대의 인도태평양경제프레임워크(IPEF) 활용전략

초록

미·중 패권 경쟁 속에서 글로벌 공급망 재편이 가속화되는 경제안보시대를 맞이하고 있다. 본 연구는 경제 안보 시대의 통상 정책 주요 이슈인 글로벌 공급망 안정성 강화를 위해, 우리나라가 참여 중인 인도태평양경제프레임워크(IPEF)를 활용하는 방안을 모색한다. 이를 위해, IPEF 협정문의 주요 내용을 검토하고, 협정 이행 과정에서 우리나라의 공급망 관리 시스템의 강화를 위해 활용할 수 있는 구체적인 전략을 제시하고자 한다. IPEF는 시장접근 대신 공급망, 청정경제, 디지털경제 등 소위 신통상 이슈를 다루는 보다 유연한 형태의 통상협정이다. IPEF라는 경제블록에 참여하여 참여국들과의 경제교류와 협력을 확대하는 것은 소재와 중간재 수입의 대중국 의존도가 높은 우리에게는 경제안보 차원에서 공급망 다변화 등의 긍정적 기대 효과를 제공할 수 있다. IPEF에는 우리의 핵심 공급망 파트너 국가인 미국, 일본, 호주, 인도네시아, 베트남 등이 참여하고 있어, 공급망 시스템의 위기관리 역량을 높일 수 있는 좋은 플랫폼이 될 수 있다. 이를 위한 전략으로 첫째, 우리의 공급망 조기경보감시시스템(EWS)을 여타 참여국들과 연계하여 공급망 모니터링 역량을 강화해야 한다. 둘째, IPEF 위기대응네트워크(CRN)에 주도적으로 참여하여 우리의 경험을 공유하고, 실질적인 위기 대응역량을 향상시킬 필요가 있다. 셋째, 특별 관리 대상 품목을 선정하여, 이를 중심으로 IPEF 참여국들과 협력하여 공급망을 다변화하고 분산할 수 있는 구체적인 프로그램을 마련해야 한다. 넷째, 대중국 수입의존도가 높은 배터리, 반도체 등 제조와 관련된 핵심 광물 확보를 위해 IPEF 공급망 위원회, 핵심광물 대화체, 청정경제 협력적 작업 프로그램 등에 참여하여 공동 수급지도를 구축하는 등의 노력이 필요하다.

Abstract

We are entering an era of economic security where the reconfiguration of the global supply chain is accelerating amidst the hegemonic competition between the US and China. This study seeks to explore ways to utilize the Indo-Pacific Economic Framework (IPEF), in which South Korea is participating, to enhance the stability of the global supply chain, a major issue in trade policy during the economic security era. To this end, the study reviews the main contents of the IPEF agreement and propose specific strategies that can be used to strengthen our country's supply chain management system during the implementation process of the agreement. The IPEF is a more flexible type of trade agreement that addresses new trade issues such as supply chains, clean economy, and digital economy, unlike traditional Free Trade Agreements (FTAs) that emphasize market access. By participating in the IPEF economic bloc and expanding economic cooperation with participating countries, Korea, which has a high dependence on China for the import of materials and intermediates, can expect positive effects such as supply chain diversification. The IPEF includes key supply chain partner countries of the Korean economy, such as the United States, Japan, Australia, Indonesia, and Vietnam, making it a valuable platform to enhance the crisis management capacity of Korea's supply chain system. To this end, first, it is necessary to enhance the supply chain monitoring capability by linking Korea's Early Warning System (EWS) with those of other participating countries. Second, it is necessary to actively participate in the IPEF Crisis Response Network (CRN) to share Korea's experiences and improve practical crisis response capabilities. Third, a specific program should be prepared to diversify and decentralize the supply chain by selecting critical sectors and key goods and cooperating with IPEF participating countries. Fourth, to secure critical minerals related to the manufacturing of batteries and semiconductors, which have a high dependence on imports from China, efforts should be made to establish a joint mapping through participating in the IPEF Supply Chain Council, Critical Minerals Dialogue, or Clean Economy Cooperative Work Program.
