이 논문은 우리나라와 해외 주요 국가들을 대상으로 인프라 투자비용과 주파수 획득비용 측면에서 이동통신사업자들의 설비투자를 비교분석하는 것이다. 인프라 투자비용에 관한 비교분석결과는 우리나라가 이동통신시장의 규모에 비해 상대적으로 많은 투자비용을 지출해 왔으며 LTE 서비스를 위한 투자도 비교적 빠르게 확대시켜 왔다는 것을 보여준다. 또한 경쟁이 현재보다 더욱 치열하게 될 경우에 사업자들의 투자유인이 위축될 가능성이 없지 않다는 것을 시사한다. 한편, 주파수 획득비용과 관련하여 이 논문은 국내 사업자들이 유럽의 대부분의 사업자들에 비해 LTE 주파수 사용권을 더 비싼 가격을 지불하고 획득하였다는 사실을 보여준다. 이는 주로 정부의 주파수 할당량이 부족했던 것에 따른 결과로 여겨진다.
Abstract
This paper categorizes capital investments of mobile telcos into network infrastructure investments and spectrum acquisition investments, and compares the investment expenditures among some countries with highly developed mobile telephone markets. In the analysis of network infrastructure investments, this paper shows that Korea has invested relatively large amounts given the size of the industry compared to most other countries, and is aggressively increasing the investments for LTE deployments. It also shows that pursuing more competition may debilitate the telcos' investment incentives. Regarding spectrum acquisition investments, this paper shows that Korean telcos have paid higher prices in acquiring LTE spectrum bands compared to what many European telcos paid. The higher spectrum price in Korea is largely due to the short supply of spectrum bandwidths.
