본 논문은 2002년부터 2008년까지의 OECD국가들의 패널자료를 사용하여 이동통신 네트워크에 대한 설비투자의 결정요인을 실증적으로 분석하고 설비투자 촉진을 위한 스마트폰 시대의 바람직한 정책적 시사점을 도출하는 것을목표로 한다. 분석결과에 의하면 경쟁이 심화될수록 기존의 투자수익률이 낮을수록 그리고 시장상황이 잠재적 수요에가까울수록 매출액 대비 설비투자의 비율이 감소하는 것으로 나타났다. 특히 경쟁과 설비투자유인 간의 관계에 관한분석결과는 도매시장에서의 설비기반 경쟁이 뒷받침되지 못하는 상황에서 소매시장에서의 경쟁을 강화하려는 정책이이통사의 설비투자를 위축시켜 엄청난 추세로 증가하고 있는 무선 인터넷 수요를 감당하지 못하는 결과를 유발할 수있음을 시사하는 것이다.
Abstract
This paper examines the factors affecting wireless network infrastructure investment using panel data on OECD countries from 2002 to 2008, and derives policy implications for promoting investment in Smart Phone era. Our empirical analysis shows that the rate of infrastructure investment relative to sales revenue is decreasing when the degree of competition intensifies, when the existing rate of returns to investment decreases,and when the demand for wireless services is approaching to its potential level. In particular, the inverse relationship between investment and competition implies that, in the absence of promoting facilities-based competition in the wholesale market, regulatory policies for intensifying competition in the retail market may reduce MNO's investment incentives to result in insufficient level of network infrastructure in the face of the tremendously increasing demand for wireless Internet.
