최근 스마트폰의 급격한 확산으로 우리나라는 물론 전 세계적으로 모바일 데이터의 급격한 증가와 4G망으로의 진화가 이루어지고 있다. 그러나 데이터 트래픽이 이와 같이 급격하게 증가했음에도 불구하고 아직까지 매출 측면에서 데이터서비스가 차지하는 비중은 크지 않아서 음성-데이터 간 비용과 수익의 불일치가 발생하고 있다. 본 논문은 이러한 환경 변화에 대응하여 서킷기반 음성서비스를 중심으로 설계된 기존의 이동통신 요금제를 대신할 패킷기반 데이터서비스 중심의 요금제에 관해 검토하고 있다. 이를 위해 먼저 국내외 데이터 트래픽 확산 동향과 국내외 최근 요금제 동향을 검토한 후, 가치기반 요금설정, 유무선 요금제간의 차이, 서비스별 요금제 및 요금관련 규제적 이슈 등을 검토하고 있다.
Abstract
The recent introduction and rapid widespread of smartphones induces both the huge increase in the data usage by the packet network and the evolution into the 4G networks, while the tariff structures remains to be voice-centric by the circuit networks. In order to deal with the resulting mismatch between the cost and revenue in the voice and data services, it is necessary to investigate the directions for the new mobile tariff systems that is appropriate and implementable in the data-centric environment. In this article, we investigate the trend of the increase in data usages as well as the current tariff systems in Korea and major foreign countries. Then we further study the issues such as value-based pricing, difference between mobile and fixed tariff systems, difference in tariff systems by the service category, and some regulatory issues related to the telecommunication pricing.
