국내 주파수 정책에 대한 검토와 향후 과제

본 논문에서는 지난 30년 동안의 주파수 정책을 주파수할당, 경매, 할당대가, 전파사용료로 나누어 변화내용을 살펴보고향후의 정책이슈를 제시하였다. 우리나라의 주파수 정책은 이동통신 기술과 시장의 변화를 수용할 수 있도록 변화하였으며 통신시장에서 주파수 정책의 중요성이 계속하여 증가해 왔다는 것을 보여주고 있다. 그리고 정부주도에서 시장원리 중심으로 정책의 패러다임이 변화해 나가고 있음을 보여주고 있다. 최근 이동통신시장은 포화기에 진입함에 따라 과거의 고속성장기와는 달리 여러 가지 어려움에 직면하고 있다. 투자비용의 조달 등을 둘러싼 갈등이 첨예하게 들어나는 것이 그 대표적 예이다. 이러한 어려움을 슬기롭게 헤쳐 나가는데 일조할 수있도록 주파수 정책의 변화가 모색되어야 할 것이다.
Abstract
This paper examines the changes in spectrumpolicies last 30 years including spectrum allocation,auction, license fees and user fees. It also proposespolicy agenda for future development of mobilecommunication industry. Korean spectrum policies haveevolved to accommodate the changes in mobiletelecommunication technologies and market and itsimportance has been increasing. Policy paradigm hasshifted from government initiation to market orientation. Recently mobile market becomes saturated and facesa lot of difficulties. Controversies regarding a fundingmechanism for network investment is a key example. Weneed to reengineer spectrum policies to contribute tosolving these issues.
