논문은 이동통신 사업자가 보유하는 주파수자원(양과 대역 특성)이 해당 사업자의 서비스 경쟁력에 미치는 효과를 분석한다. 사업자별 주파수 보유량과 대역의 위치가 각각 상이한 21개 유럽 OECD 국가의 67개 사업자를 대상으로 분석한 결과, 주파수자원의 양과 특성이 서비스의 한계비용을 변화시키고 그것이 다시 시장점유율에 미치는 과정에 대한 축약형(reduced-form) 효과를 실증할 수 있었다. 특히 본 논문은 경제학적 시각에서 주파수자원의 성격을 이론적으로 재조명하고 있으며 분석 결과로부터 최근 이슈가 되고 있는 우리나라의 주파수 분배 및 할당정책에 관한 시사점을 도출하고 있다.
Abstract
This paper deals with the empirical relationship between spectrum resources and the competitiveness of mobile telecom operators. Working with the data for 67 operators in 21 European countries, we find a reduced-form estimation which corroborates the hypothetical process in which the quantity and quality of spectrum resources affect the marginal cost of services, and eventually the market performances of telecom operators. In particular, this paper interprets spectrum resources from an economic perspective, and points to some implications for government policy on spectrum allocation and assignment.
