본 논문은 한반도 중립화 통일방안의 조건과 가능성을 검토해 보는 것이다. 중립화의 가능성을 분석하기 위해 블랙(C.E. Black) 등이 주장한 조건에 한반도의 경우를 적용시켜 본 결과, 주관적 조건에서는 국민적 공감대를 형성하지 못하고 있어서 중립화 여건이 상당히 부족한 상황임을 알 수 있다. 그러나 객관적 조건에 있어서는 한반도는 중립화를 추구할 수 있는 여건을 거의 만족시킨다. 국제적 조건에 있어서는 강대국들의 입장이 강하기 때문에 현시점에서는 난관이 많다고 할 수 있다. 그러나 우리 노력 여하에 따라 그 가능성은 훨씬 가까이 다가올 수 있다. 그리고 만약 남북한 지도자와 국민들의 의지로 한반도의 중립화 통일을 추진해 낼 수만 있다면 이는 틀림없이 한반도와 동북아 평화체제를 보장하는 획기적인 방안이 될 것이다.
Abstract
This thesis is focused on the conditions and possibility of neutral unification of the Korean Peninsular. To analyse the possibility of neutralization of the Korean Peninsular, I applied the Black's neutral conditions to the Korean Peninsular. Applying the subjective conditions to the Korean Peninsular, I find out the situation is not adequate. Applying the objective conditions to the Korean Peninsular, I recognize that Korean Peninsular can almost satisfy the conditions. In the light of international conditions, there are so many barriers for the neutralization of the Korean Peninsular because of the big state's interference. If we try to acquire the neutral unification of the Korean Peninsular, it is not impossible. And it would be a breakthrough for the peace of the Korean Peninsular and Northeast Asia.
