스위스 영세중립의 성공요인으로 본 구한말 중립화 실패와 한반도 중립화통일론 고찰

본 연구의 목적은 스위스 영세중립의 역사적 성공요인으로 본 구한말 중립화 실패 원인과 한반도 중립화통일론을 고찰하고자 한다. 우리가 스위스의 영세중립에 관심을 갖는 이유는 한국이 즉시 영세중립국이 되자는 취지가 아니다. 오늘날 한국은 지리적으로 세계최강의 나라에 둘러싸여 있는 가운데 궁극적으로 생존할 수 있는 길을 모색해야 할 것이다. 스위스 영세중립국의 성공요인으로 본 한반도 중립화통일론은 다음과 같이 내적･외적 요인으로 구분하여 정리할 수 있다. 내적 요인으로는, 첫째, 자국을 수호할 수 있는 군사력 유지, 둘째, 한반도 중립화통일론에 대한 지도자와 국민 간의 신뢰할 수 있는 소통력 함양, 셋째, 지속적으로 중립화통일론을 수호하고 실행해 나갈 수 있는 자율성을 가진 시민력 향상, 넷째, 국가 간 인류의 보편적 가치관과 평화를 지향하는 국가 등이다. 외적 요인으로는, 첫째, 지정학적으로 강대국이 대립하는 국제적 완충지역, 둘째, 주변열강의 세력균형으로 영세중립국이라는 국제적 합의･보장 등을 이끌어 낼 수 있는 다변적인 외교력 등이다.
Abstract
The purpose of this study is to examine the reasons for the failure of neutralization in the late Joseon Dynasty and the neutralization unification theory of the Korean Peninsula as the historical success factors of permanent neutrality in Switzerland. The reason why we are interested in Switzerland’s permanent neutrality is not that Korea wants to become a permanently neutral country immediately. Today, Korea will have to find a way to ultimately survive while being geographically surrounded by the world’s most powerful countries. The neutralization unification theory of the Korean Peninsula, viewed as a success factor for the permanent neutrality of Switzerland, can be categorized into internal and external factors as follows. Internal factors include, first, maintaining military power capable of defending one’s own country; second, cultivating trustworthy communication between the leader and the people regarding the neutralization unification theory of the Korean Peninsula; and third, improving of the autonomy citizenship to continuously defend and implement the neutralization unification theory; fourth, a country that pursues universal human values and peace among nations. External factors include, first, an international buffer zone in which geopolitically powers are in conflict; and second, diversified diplomatic power that can lead to international agreements and guarantees of permanent neutrality through the balance of power of neighboring powers.
