이 연구의 목적은 현행 국회의원 선거제도의 대안으로 논의되는 권역별 비례제의 구체적인 적용방안을 제시하는데 있다. 권역별 비례제 논의에서 의석규모, 배분기준, 의석배분방식, 잔여표의 구제 등은 제도디자인에 있어서 간과할 수 없는 중요한 구성요소들이다. 시뮬레이션분석에 따르면 의석규모는 100석이 적정규모이며, 배분기준은 정당득표수, 의석배분방식은 셍라그식이 바람직하다. 또한 권역마다 의석으로 전환되지 못한 잔여표를 다시 의석으로 반영하는 것은 권역별 비례제 디자인에서 반드시 요구된다. 다만 늘어나는 비례의석수는 권역내 1석 대비 득표수를 기준으로 상쇄하는 방법으로 해결한다. 이러한 제도설계 하에 권역별 비례제를 디자인할 경우 비례성을 높일 수 있고, 지역구도 완화에도 효과를 보이는 것으로 나타난다.
Abstract
This study aims to propose how the regional party list system should be designed as an alternative to the current election system of the National Assembly. According to the simulation analysis, “100 PR seats,” the “Sainte-Lagüe method,” and “transfer the rest of votes to seats” are recommended for the implementation of the regional party-list system. However, in order to avoid increasing assembly size, the “seat-adjustment process” should be followed. The regional party-list system could have a positive effect on promoting proportionality and overcoming regionalism.
