지역주의 정치의 문제를 해결하고 통합을 증진시키기 위해서는 선거제도 개정이 필요하다. 그러나 소위 ‘중대선거구제’는 정당 정치의 근간을 흔들고 정책 중심의 대결을 어렵게 만든다. 선거 개혁을 이루기 위해서는 무엇보다 현재 54명에 불과한 비례대표 의석수를 대폭 늘려야 한다. 이 연구에서는 의석정원을 그대로 두고 비례의석을 100석으로 의석을 늘리는 경우와, 지역구 의석 245석을 그대로 두고 대신 의원정수를 120석으로 늘리는 방안에 대해 검토했다. 의석수가 커질수록 지역별 독점 현상은 완화되었다. 대안적 선거제도로 단순합산 혼합형과 정당투표 중심 혼합형 제도에 대해 살펴본 결과, 정당투표 중심 혼합형이 배타적 지역 대표성 완화나 비례성의 증대라는 측면에서 보다 바람직한 것으로 나타났다.
Abstract
Electoral reforms have been repeatedly advocated. A major reason for the advocacy is directly related to a regionalistic political cleavage. The current mixed member electoral system, mainly based on a plurality rule electoral system, provides systematic advantages in favor of parties with regionally concentrated support. A main argument of this paper is that the number of proportional representation seats should considerably increase to prevent a political party from securing exclusive representation in a certain region. Specifically, this paper concludes that a Mixed Member Proportional(MMP) or Top-Up(compensatory) system would be better to serve the purpose of the electoral reforms.
