본 연구의 목적은 제8회 기초의회 선거를 대상으로 선거구 크기와 정치 다양성간의 관계를 분석한 후 정치 다양성을 강화하기 위한 선거제도 개혁방안으로가변형 명부 비례대표제를 제안하는 것이다. 이에 본 연구는 제8회 기초의회 선거의 1, 030개 선거구를 대상으로 선거구 크기에 따른 정치 다양성의 차이를 분석하였다. 정치 다양성은 비례성, 대표성, 무투표당선, 사표율 그리고 당선자 간득표 가치의 등가성으로 측정하였다.그 결과, 선거구 크기의 확대는 정치 다양성을 강화하는 효과가 일관되지 못하고 무관한 것으로 나타났다. 그러므로 본연구는 정치 다양성을 강화하기 위해 의석배분방식의 변화가 필요하며 선거제도 개혁방안으로 가변 명부 비례대표제를 제안하였다. 그리고 서울시 노원구의회를 대상으로 시뮬레이션 분석을 수행한 결과, 가변형 명부 비례대표제가 정치 다양성 강화를 위한 유용하고 현실 적합한 개혁방안 중 하나임을 밝혔다.
Abstract
The purpose of this study is to analyze the relationship between the district magnitude and political diversity in the single non transferable system(SNTV) and to propose an ordered list proportional representation system(ordered list PR) as an electoral system reform plan to enhance political diversity. Accordingly, this study analyzed the difference in political diversity according to the district magnitude for 1,030 electoral districts in the 8th local council elections. Political diversity was measured by proportionality, representation, non-voting elections, wasted votes ratio, and equivalence of vote value between elected candidates. As a result, the effect of expanding the size of the electoral district on enhancing political diversity was inconsistent and irrelevant. Therefore, this study proposed a change in the electoral formula to enhance political diversity and an ordered list PR as an electoral system reform plan. In addition, through simulation analysis using the case of Nowon-gu Council in Seoul, it was revealed that the ordered list PR is one of the useful and realistic reform plan to enhance political diversity.
