이 논문에서 필자는 지금의 한국 사회가 정치와 수사의 새로운 관계설정을 요구하고 있다는 전제 하에, 아리스토텔레스의 수사학을 재구성해서 정치와 철학의 대립을 극복할 수 있는 대중적 수사의 인식론적·정치적·기술적 측면을 설명하고, 대중 심의의 한계를 극복하는 수단으로서 대중에 대한 낙관론을 견지하면서 동시에 대중에 대한 교육적 설득을 확보할 수 있는 정치적 수사의 개념을 정립한 후, 정치적 수사가 기초해야 할 조정 원칙으로 비지배적 상호성을 제시하고, 이러한 비지배적 상호성에 기초한 정치적 수사를 민주적 리더십이라는 개념으로 구체화하고자 한다. 이를 위해 크게 두 가지 과제가 수행된다. 첫째, 아리스토텔레스의 수사학에서 정치와 수사의 새로운 관계 설정에 필요한 인식론적·정치적·기술적 측면을 조명함으로써, 아리스토텔레스의 심의적(deliberative) 수사를 대중성과 진정성을 동시에 확보할 수 있는 정치적 수사로 재구성한다. 둘째, 정치적 수사가 기초해야 할 조정 원칙으로는 비지배적 상호성을, 정치적 수사의 구체적인 모델로는 민주적 리더십을 제시한다. 이 과정을 통해 정치적 수사가 대표의 수동성과 기만적 선동을 모두 경계할 수 있는 대안이 될 수 있음과 동시에, 민주적 리더십이 정치적 환경을 주도적으로 구성하면서도 민중주의의 비민주적 역설을 극복할 대안이 될 수 있기를 기대한다.
Abstract
This paper seeks to establish a desirable relationship between politics and rhetoric, pointing the way toward an audience democracy in which the dominance of mass media with its emphasis on visual images has replaced both the political activists and the party bureaucrat with a new elite of experts in media communication. More specifically, by unpacking Aristotle's Rhetoric and reconstructing it with the notion of reciprocal nondomination, this paper aims to construct democratic leadership as an alternative to the long-standing opposition between philosophical instruction through private talk and rhetorical manipulation through demagoguery. This paper develops two arguments: (a) that given that the very elements requisite for the actualization of democratic governance today are individual autonomy and active deliberation in politics, Aristotelian conception of deliberative rhetoric can be turned into political rhetoric as something other than a tool for manipulation and demagoguery, and (b) that the best way to guard the persuasion of political rhetoric from its possible degeneration into rhetorical manipulation is not to displace the role of popular leader in deliberative judgment but to supplement it with reciprocal nondomination as a regulative principle. By doing so, I expect to explore new ways of thinking about democratic leadership which has been frequently defined as an antipode to a necessary relationship between politics and rhetoric.
