이 논문의 목적은 박정희 대통령의 정치적 수사를 분석함으로써 그의 리더십이 ‘결과론적 후견주의’에 바탕하고 있었음을 밝히고, 대중들의 선호와 충돌하는 지도자의 미래적 비전을 민주적 의사수렴의 과정으로 전환시킬 수 있는 조정원칙이 부재했었다는 점을 밝히는 것이다. 이를 위해 세 가지 과제를 수행한다. 첫째, 민주적 리더십과 구성적 리더십을 기존의 정치가나 정치 상황만을 강조하는 리더십과 구별하여 제시한다. 이 과정에서 민주적 리더십과 구성적 리더십의 의미가 수사학의 일반적 이론들을 통해 결과론적 후견주의의 대안적 모델로 구체화된다. 둘째, 해석학적 기법을 적용하여 박정희 전 대통령의 연설문과 저작들을 분석한 후 그의 정치적 수사가 기초한 인식론적 전제와 정치사회적 조망이 분석된다. 셋째, 박정희 전 대통령의 ‘결과론적 후견주의’가 경부 고속도로의 건설을 추진하는 과정에서 어떻게 투영되었는지를 분석하고, 민주화 이후 한국 사회에서 이러한 리더십이 비민주적 결과를 초래하지 못하도록 제어할 조정원칙이 필요하다는 주장을 피력한다. 이러한 과정을 통해 민주화 이후 한국 사회에 필요한 민주적 리더십은 ‘결과론적 후견주의’가 아니라 ‘구성적 리더십’이라는 것을 보여줄 수 있으리라 기대한다.
Abstract
This paper aims to shed light on the leadership of Park Chung-hee, the President of South Korea from 1961 to 1979, as a type of guardianship which was based on consequential paternalism. More specifically, this paper seeks to uncover the way that Park's leadership lacked a regulative principle helping set his unpopular political visions for democratic deliberation, by analyzing hermeneutically his political rhetorics with respect to his epistemological stance on the people and his sociopolitical standpoint of democratic representation. This paper develops two arguments: (a) that juxtaposing Park's leadership with constructive leadership that strives to build a positive environment for democratic persuasion, his political leadership was chiefly based on consequential paternalism that the epistemological distrust of the people in their democratic intelligibility was intertwined with the consequential view that political judgments and normative properties depended only on political consequences, and (b) that the best appropriate type of democratic leadership after democratization in South Korea is not a charismatic leadership based on consequential paternalism but a constructive leadership with the regulative principle that guards democratic persuasion from its possible degeneration into manipulation and demagoguery.
