본 논문의 목적은 민주주의 논의에서 그동안 간과되었던 민주주의적 덕성이 민 주주의 발전에 필수적임을 규명하고, 이러한 민주주의적 덕성이 양성될 수 있는 공론장의 조건을 제시하는 것이다. 이러한 목적을 위해 본 논문은 민주주의와 민주주의적 덕성의 관계(2절), 공론장과 민주주의적 덕성의 관계(3.1절과 3.2절), 덕성 양성을 위한 공론장의 조건(3.3절)을 차례로 검토한다. 본 논문이 제시하는 민주주의적 덕성은 기존의 공화주의 전통의 시민적 덕성과 달리, 특정 형이상학 전통에 기반을 두지 않고 심의 자체를 형성하기 위한 옅은 의미이며 여러 민주주의 논의에서 중첩적으로 나타나는 최소한이지만, 심의 과정을 통해 강화되고 두터워질 수 있는 역동적 성격을 갖는다. 공론장의 심의 과정을 통해 옅은 의미의 민주주의적 덕성인 연대성과 상호 존중이 함양되고 강화될 때에만, 사회적 갈등은 심의 과정 속에서 화해되고 통합될 수 있다. 이런 점에서 민주주의적 덕성은 민주주의 발전에 필수적이다. 본 논문은 또한 민주주의적 덕성이 함양되고 강화될 수 있는 공론장의 조건으로 타자와의 만남과 인지적이고 정서적 경험가능성을 제시한다. 아리스토텔레스가 언급했던 것처럼, 덕성은 지속적인 습관 형성을 통해 체화되고 내면화되어야 하는데, 이를 위해서는 자신과 다른 의견을 가진 타자를 이해하고 자신의 입장을 성찰할 수 있는 계기인 타자와의 만남이 필수적이며, 이러한 만남을 통해 인지적이고 정서적인 태도 변화의 경험이 가능해야 하기 때문이다. 이러한 조건을 만족하는 공론장은 기본적으로 토크빌이나 듀이 등이 강조했던 면대면 관계에 기반을 둔 공론장이다. 그러나 현대 사회에서는 이러한 면대면 관계가 실현 가능한지에 대한 의문이 제기되고 있기에, 본 논문은 민주주의적 덕성 형성의 조건을 갖춘 인터넷 공론장, 즉 얼굴과 사회적 정체성을 노출하도록 강화된 매개된 상호가시성 관계에 기반을 둔 공론장을 대안으로 제시한다. 민주주의적 덕성을 강조하는 본 논문이 실질적 민주주의의 발전에 기여할 것으로 기대한다.
Abstract
In this paper, I examine the significance and role of democratic virtues in advancing democracy and suggest conditions necessary for enhancing democratic virtues in the public sphere. First, I explicate the relationship between democracy and democratic virtues (section 2). Next, I look at the relationship between democratic virtue and the public sphere (section 3.1 and 3.2). Finally, I suggest the conditions the public sphere requires for enhancing virtue (section 3.3). A modern pluralist society supports thin and minimalist democratic virtues, namely reciprocal respect and solidarity, which differ from the civic virtues related to the metaphysical ideas held in traditional republican democracies. These thin virtues are necessary for thoughtful deliberation in the public sphere and can be enhanced through the deliberative process to become thick. Enhanced democratic virtues advance the democratic reconciliation of conflicting opinions. Two conditions are necessary for the enhancement of democratic virtues within the public sphere: 1) the ability to gather participants and 2) the emotional and cognitive possibility for a deliberative experience. The face-to-face public sphere, preferred by democratic theorists such as John Dewey and Alexis de Tocqueville, meets both conditions. However, it may be difficult to establish a face-to-face public sphere due to the enormous size of the contemporary demos. In response to this problem, I suggest creating an online public sphere with mediated intervisibility. This mediation occurs through the creation of a transparent social identity and facial portrait, which foster reciprocal respect and solidarity. I expect that emphasizing the significance and the role of democratic virtue will contribute to the advancement of democracy, namely substantial democracy.
