중국 제5세대 정치 엘리트: 행위자와 구조적 특성에 대한 분석

China’s Fifth Generation Polticial Elites: An Analysis of characteristics of Actor and Structure

초록

본 연구는 2012년 중국 정치의 세대교체를 앞두고, 신흥 주도 세력으로 평가받고 있는 제5세대 정치 엘리트를 행위자와 구조의 측면에서 그 특성을 분석하고 있다. 본 연구는 제5세대 중국 정치 엘리트 472명에 대한 개인 자료에 대한 정량과 인터뷰와 문헌 연구 등 정성적 기법을 활용하여 진행되었다. 연구결과, 행위자의 측면에서 인구 통계적으로 봤을 때, 특히 출신 민족의 측면에서 이전 세대보다 상대적으로 다양해진 점을 알 수 있다. 정치사회적으로는 학력, 해외 유학 경험의 측면에서 이전 세대보다 높아졌고, 선택 전공과 주도 엘리트 유형의 측면에서도 이전 세대와 확연한 차이를 보여주고 있다. 한편, 이들 제5세대 정치 엘리트와 상호작용할 구조의 측면에서는 첫째, 파벌의 측면에서 중첩성이 존재하지만, 기본적으로 상하이방, 타이즈당 그리고 퇀파이라는 주요 파벌이 실재 작동하고 있다고 분석된다. 둘째, 정책 정향의 측면에서는 크게 보면 각각 개혁·개방의 수혜층과 피해층을 대변하는 노선이 존재하는 것으로 분석된다.

Abstract

This article analyses ‘the fifth generation political elites’ of China, with a focus on the characteristics of actors and structures. Data accumulation was divided into the qualitative method, including interviews and the quantitative method, based on the personal data of 472 political elites of the fifth generation. As a result, we can conclude that the diversity of ethnicity, the level of education and the frequency of foreign-educated experience of the fifth generation are higher than the former generation. Moreover this research found a distinctive change in the type of the major elites who have changed from ‘technocrats’ to ‘general cadre’ in terms of its characteristics. Regarding the structure, in spite of their duplication, Shanghaigang, Princelings, and Tuanpai as a clique have actually been in the elite politics of the fifth generation. However, this research finds that the policy attitudes of the fifth generation political elites are divided into two groups; between those who favor reform and open policy and those who oppose it.
