중국 제5세대 정치 엘리트의 국내 정책 정향

초록

2012년 중국 정치의 세대교체가 예정되어있다. 본 연구는 이 시기적 중요성에 착목하여, 신흥 세대인 제5세대 정치 엘리트 및 엘리트 정치 구조의 특성과 그들의 국내정책정향을 분석하고 있다. 연구 결과, 제5세대 정치 엘리트는 이전 세대에 비해 다양성이 증대했고, 일반관료가 주도 엘리트 유형으로 부상했다. 또 제5세대 엘리트 정치의 구조는 퇀파이, 타이즈당, 상하이방 등 파벌을 중심으로 하는 과두제 체제라고 할 수 있다. 정치 개혁과 관련해서는 대기론과 동시 추진론이, 발전전략과 관련해서는 정부 주도와 시장 주도라는 의견이 각각 대립하고 있는 것으로 분석된다.

Abstract

The change of generation in Chinese politics is expected in 2012. This research with the consideration of this important time analyses the new generation, fifth generation political elites, the characteristics of their political structure, and their domestic policy orientation. This research shows that diversity increases in the fifth generation political elites compared with the former generation, and generalist cadre comes to the fore as a leading type of political elites. In addition, the structure of the fifth generation political elites seems to be oligarchy based on factions such as Tuanpai, Taizidang, Shanghaibang. The viewpoints of ‘Stand ready’ and ‘Simultaneously promoting’ in terms of political reform, and government-oriented and market-oriented arguments in terms of development strategy are confronted respectively.
