탈냉전기 북한의 핵정책 결정요인 연구 : 정치적 동기설을 중심으로

본 글은 탈냉전기 북한의 핵정책 결정요인중 정치적 동기가 ‘어떻게’ 영향을 미쳤는지를 규명하기 위해 “탈냉전 이후 북한의 핵정책은 정치적 동기요인이 주된 결정요인이며, 이러한 핵정책은 북한의 대내외적 안정성을 추구하는 핵심 정책수단이다.”는 가설을 탈냉전기 북한의 핵정책 전개과정에 대입시켜 논리적으로 검증을 시도하였다. 기존연구에서 탈냉전기 북한의 핵정책 결정에 있어 정치적 동기가 주된 결정요인으로 작용하지 않았다는 가설로는 북한의 핵정책 관련 인식과 행위에 대한 종합적인 설명이 어렵다는 점에 주목하며, 정치적 동기가 주된 결정요인이라는 논리적 증거를 제시하고 있다. 결론적으로 탈냉전기 북한 핵정책의 주된 결정요인으로 정치적 동기가 작용하였으며, 각 시기별로 북한은 ‘자주권 수호’ → ‘자주권 강화’ → ‘자주권 공고화’ 라는 목표 하에 핵정책을 결정했다. 다시 말해 북한은 지난 제1·2·3차 북핵위기 시핵정책 결정에 있어 정치적 동기가 핵심 변수로서 영향을 미쳤다.
Abstract
The purpose of this paper is to examine the political motives played the primary determinants in the NK's nuclear policy in the post Cold-War. For that purpose, though it is very important to figure out the North Korea's real motives and intentions to develop the nuclear, the previous studies have not given enough explanations about their motives, because they have taken their approaches largely from the broad prospective. The results from trying the test in the logical way by putting it into the development process of NK's nuclear policy in the post Cold-War are as follow ; The determinants of the NK's nuclear policy in the post Cold-War included the political motives in primary, beside which security and economic motives played the secondary determinants. Specifically, the political motives played the primary determinants in the NK's nuclear policy in the post Cold-War. In each period, NK decided their nuclear policies under the objects of 'sovereignty protection' , 'sovereignty reinforcement', and then 'sovereignty stabilization', which means that in the last 1st, 2nd, and 3rd NK nuclear crisis the political motives affected their decisions as the critical variables.
