본 논문은 북한이 ‘선대의 유산’이며 ‘핵보검’으로 간주하는 ‘핵무기’를 지속 개발한 동기를 포함하여 ‘핵무기는 체제유지를 위한 자위적수단으로 협상의 대상이 아니다’라고 강조했던 기존의 담론에서 벗어나, 전향적으로 비핵화 협의에 나서게 된 동인에 대하여 연구한다. 연구를 위하여 세이건(Scott D. Saga)의 모델을 역사적 방법으로 김일성, 김정일, 김정은 정권에 적용하여 핵실험과 미사일 발사, 비핵화화협상 과정에서 발표한 담론을 중심으로 설명한다. 특히, 기존연구가 핵개발동인에 주목하였다면 이 글에서는 핵개발 동인은 물론 비핵화 동인에도 주목한다. 연구결과 김일성 정권은 안보모델이 적절하다. 미국의 핵위협으로부터 정권의 안보를 보장하기 위해 시작한 핵미사일 개발은 김정일 정권에는 미국의 핵위협에 대한 자위적 수단과 더불어 우리식사회주의 구호 아래 체제수호와 김정은 후계체제 구축을 위한 국내정치수단으로 활용했다. 김정은 정권은 집권초기에는 미국의 핵위협에 대한 안보수단과 세습체제 안정적 구축을 통해 3대 세습의 정당성을 도모하는 국내정치 목적으로 핵미사일의 고도화를 적극 추진했다. 2017년 정권 안정과 핵무력의 완성단계 이후 핵무기를 미국과 협상수단으로 활용하면서, 대외적으로는 핵보유국 지위를 인정받아 강성국가의 이미지를 확보하려는 규범모델로 설명할 수 있다. 따라서 이러한 연구결과는 향후 비핵화협의에 있어 북한의 의도를 안보관점, 국내정치 관점, 국제규범 관점에서 진단함으로써 정책적 시사점을 줄 수 있다고 본다.
Abstract
This paper studies the motive behind the North's proactive denuclearization talks, breaking away from the previous discourse that stressed that nuclear weapons are not subject to negotiations as a self-defense means to maintain the regime, including its motivation to continue to develop nuclear weapons, which it regards as a "good legacy" and a "nuclear security sword." For the study, the model of Sagan (Scott D. Sagan) is applied to the Kim Il-sung, Kim Jong-il and Kim Jong-un administrations in a historical manner, focusing on the discourse announced during nuclear tests, missile launches and denuclearization negotiations. In particular, if existing research has focused on the cause of nuclear development, this article focuses not only on the drivers of nuclear development but also on the drivers of denuclearization. According to the research, the Kim Il Sung regime has a proper security model. The development of nuclear missiles, which was initiated to ensure the regime's security from the U.S. nuclear threat, has been used as a means of self-defense against the U.S. nuclear threat to the Kim Jong-il regime, as well as as as as a means of domestic politics to protect the regime and establish a successor to Kim Jong-un under the slogan of Korean-style socialism. In his early days in office, the Kim Jong Un regime actively pushed for the upgrading of nuclear missiles for domestic political purposes, seeking the legitimacy of the third-generation succession by establishing a stable succession and security measures against the U.S. nuclear threat. It can be described as a normative model that seeks to secure the image of a powerful nation in recognition of its status as a nuclear power while using nuclear weapons as a bargaining chip with the U.S. after the completion of the regime's stability and nuclear power in 2017. Therefore, such findings can give policy implications by diagnosing North Korea's intentions in future denuclearization talks from the perspective of security, domestic politics and international norms.
