초록

본 연구는 북한 김정은 정권의 핵개발 동기와 지속 요인을 Scott D. Sagan의 핵개발 동기 모델의 적용을 통해 규명하는데 그 목적이 있다. 연구 목적 상 Sagan의 핵개발 동기 모델(안보⋅국내정치⋅규범모델)을 적용하되, 북한 내부의 관점에서 바라본 안보 위협과 통치자를 비롯한 관련 행위자들의 이익 추구 행위, NPT 체제와 민족주의적 관점 등을 새롭게 정의해 적용하였다. 이를 통한 발견은 다음과 같다. 김정은 정권이 핵을 개발하고 지속하는 요인은 ① 핵보유국 인정을 통한 국제적 고립 타개 및 정권생존에 유리한 여건 조성, ② 주변국들과의 대등한 관계와 실질적인 자주성확보, ③ 한국, 특히 미국과의 관계 설정에서 우위 선점, ④ 약세에 처해있는 군사력의 강화, ⑤ 김정은 통치의 정통성과 정당성 확보를 통한 체제 공고화 달성, ⑥ 북한의 ‘세계의 비핵화’ 주장을 통한 분쟁의 중심 변화 모색등이다. 군사위협에 따른 안보확립 등 단일분야에 국한된 핵개발 원인 분석이 아닌, 국내정치적 관계와 규범과의 상관성을 복합적으로 고려하여 근원을 탐구하고 정확히 인지하는 것에서 부터가 북핵 문제 해결의 시작점이될 것이다.

Abstract

This study aims to identify the nuclear development motives and the factors of continuity under Kim Jong-un regime in North Korea through the application of Scott D. Sagan’s nuclear development motive model. For the purpose of this research, nuclear development motive model(security, domestic politics and norm model) by Sagan serves as the foundation, but the security threats perception of North Korea, the pursuit of interests by the decision makers, and the perception of NPT regime and nationalism were newly defined and applied on this paper. The main rationale behind Kim Jong-un regime’s nuclear development and sustainability include, 1) Building favorable conditions for overcoming international isolation and maintaining regime survival with the hope of being recognized as a nuclear weapons states; 2) Establishing equal relations with neighboring countries and secure substantial autonomy; 3) Establishing comparative advantage in building relationships with South Korea and the United States; 4) Overcoming inferior military power; 5) Achieving regime consolidation through securing legitimacy of Kim Jong-un; 6) Handling the dispute through denuclearization claims of the world. It is necessary to explore the sources and accurately recognize the correlation between security, domestic politics and norms rather than analyzing the causes of nuclear development limited to a single field, such as establishing security based on military threats. This will be the starting point for resolving the North Korean nuclear issue.
