Abstract

This research identifies key features of central-local government relations in South Korea as perceived by local governments’division chiefs. In doing this, it employs governance perspective which enables to shed light on daily practices of a diverse aspect of intergovernmental relations. A major finding is that Korean central-local government relations display a pattern of rule far closer to a hierarchical governance than it is to a network governance. We reach the same conclusion irrespective of the way of grouping respondents into various subsets. It also notes, however, that hierarchical governance is perceived to be strong features of central-local government relations, but it is not to be dominant. This finding means that hierarchical governance as a traditional mode of governance is losing its ground gradually to a network governance as an alternative mode of governance.
