북한 언어정책의 비교·분석과 그 서술 변화에 대하여 -『조선로동당정책사(언어부문)』(1973)과 『조선로동당언어정책사』(2005)를 중심으로-

이 논문의 목적은 북한 언어정책의 역사와 그 방향을 탐색하는 데 있다. 이에 『조선로동당정책사(언어부문)』(1973)와 『조선로동당언어정책사』(2005)를 중심으로 비교하고 분석하였다. 약 30년의 시차를 두고 간행된 두 텍스트를 통해서 북한의 언어정책이 어떻게 변화되어 왔는지 살펴보면서 그 역사적 흐름의 특징을 파악하고자 했다. 우선 『언어정책사』(1973)와 『언어정책사』(2005) 두 텍스트의 문헌적 성격과 내용적 특징을 통해서 편찬자가 북한의 언어정책을 기술할 때 어떻게 서술의 하위 범위를 설정하고 구조화했는지 살펴보았다. 그것을 통해서 『언어정책사』(2005) 서술이 『언어정책사』(1973)보다 서술 체계가 좀 더 입체적이고 맥락적 연계성이 있음을 확인하였다. 또한 『언어정책사』(2005)의 내용적 특징을 검토하면서 『언어정책사』(1973) 이후 어떤 언어정책적 사실들이 새롭게 서술되고 강조되었는지 탐색해 보았다. 다른 한편으로 북한의 언어정책 1기~3기를 관통하면서 일관되게 발전적으로 추진된 언어정책의 두 가지 특징이 ‘어휘정리’와 ‘규범의 발전’이었음을 재확인하였으며 그것을 바탕으로 1980년대 이후 ‘문화어건설 성과의 공고화’ 중심의 언어정책 서술의 내용적 특징을 분석했다.
Abstract
The purpose of this paper is to explore the history and direction of North Korean language policy. According to the purpose, the important publications, The Joseon Labor Party Policy History (Language Division) (1973) and The Language Policy History of the Joseon Labor Party (2005) were compared and analyzed. Through the two texts published about 30 years apart, the characteristics of the flow of history were identified by examining how North Korea's language policy has changed. First of all, when describing North Korea’s language policy, it was examined how the editor established and structured the sub-scope of the description through the bibliographical and content characteristics of the two texts. Through this, it was confirmed that The Language Policy History of the Joseon Labor Party (2005) has a more three-dimensional and contextual connection in the narrative system than The Joseon Labor Party Policy History (Language Division) (1973). In addition, while examining the content characteristics of The Language Policy History of the Joseon Labor Party (2005), I explored what language policy facts after The Joseon Labor Party Policy History (Language Division) (1973) were newly described and emphasized. On the other hand, it was revealed that the two characteristics of the language policy, which was promoted progressively while maintaining consistency from the first to the third period of the language policy in North Korea, were vocabulary arrangement and the development of norms. Based on this, the content characteristics of North Korea’s language policy statement that strengthened the achievements of building Munhwaeo(문화어) since the 1980s were analyzed. Finally, some of the implications of The Language Policy History of the Joseon Labor Party (2005) to us in North Korea's language policy are summarized.
