본 연구는 오송생명과학혁신도시계획에 포함된 혁신사업의 우선순위를 AHP기법을 이용하여 평가하는데 목적을 두고 있다. 먼저 선행연구를 토대로 8개의 평가지표를 개발한 후 전문가 설문조사에 의해 이들 평가지표들을 쌍대비교하였다. 이어 AHP를 이용하여 평가지표 간 중요도를 계산함으로써 평가지표들이 실제적인 평가과정 속에서 어떠한 우선순위를 가지는지를 연구하였고, 평가지표의 가중치를 근거로 18개의 혁신사업에 대한 우선순위를 결정하였다. 그 결과, 1단계와 2단계 시행사업들은 대부분 하부구조를 구축하고 BT산업 진흥을 유도하는 사업들이 선정되었다. 본 연구는 혁신사업의 우선순위 평가지표를 개발하고, 제한적이나마 계량분석방법을 적용하여 혁신사업의 우선순위를 평가했다는 점에서 의의를 찾을 수 있다.
Abstract
This study has intended to set priorities of the innovation projects running in O-song Bio-innovation city using AHP(Analytic Hierarchy Process) method. This study has developed 8 assessment indicators based on the related studies and compared the importance of the indicators through Delphi research. Then, AHP method has helped this study set priorities of 18 practical projects to build O-song Bio-innovation city through calculating relative importance between assessment indicators of each project. Based on the assessment results, this study has finally selected the innovation projects that build infrastructures, develop human resources, and lead BT industry during the first and the second phase of innovation city development. This study has been dedicated to develop assessment indicators for AHP method, to apply quantitative method to regional innovation study, and to set priorities of innovation projects.
