한국의 부동산 문제에 대한 기독교윤리적 고찰-헨리 조지(Henry Geroge)의 ‘토지가치세제’를 중심으로

한국 사회는 세계사에서 그 유례를 찾아볼 수 없을 만큼 짧은 시간 안에 산업화와 민주화를 이루었다. 그리고 지금의 대한민국은 국제사회가 인정하는 소위 선진국 대열에 들었다. 참으로 후진국이라 서러웠던 지난날들을 보상받는 기분이다. 그러나 한국 사회에 전개되고 있는 현실은 불평등과 빈곤의 심화이다. 이것의 원인은 무엇인가? 무엇보다도 부동산 문제이다. 물론 오늘 한국사회의 불평등과 연관된 제반 문제는 저출산에서부터 교육문제, 청년실업, 코로나19에 이르기까지 모든 분야에 걸쳐 있다. 그렇지만 한국 사회 불평등의 근원지는 부동산이다. 그렇기에 본 논문은 한국사회의 불평등과 빈곤 문제의 근원지로서의 부동산 문제를 해결하는 것이 기독교 윤리적이라고 본다. 이를 위해 본 논문은 헨리 조지(Henry Geroge)의 토지사상의 핵심인 토지가치세제를 살펴볼 것이다. 그리고 조지의 토지가치세제를 통해 기독교 윤리적으로 가능한 구조적 변환의 아이디어를 제안할 것이다.
Abstract
Korean society has achieved industrialization and democracy in the short term without precedent in world history. Moreover, Korea has stepped into the international society and is acknowledged as an advanced nation. Really, in those days, Korea’s undeveloped nation experience was, in a sense, compensated. However, Korean society’s present reality is unfair and deepens poverty. What is the reason? More than any other thing, the real estate problem is core. Of course, various problems relating to Korean society, such as unfairness from low birth rate, education, unemployment, Covid19, etc., exist. So this paper, to solve the real estate problem, which is a Korean society’s unfairness and poverty problem, offers a small cure method with Christian ethics. For this purpose, this paper examines Henry George’s central thesis, the land valuation tax system. And through his land valuation tax system, the writer suggests an idea of possible structural change in Christian ethics.
