이 글은 문재인 정부가 시도한 부동산 가격 상승 억제 시도가 실패한 원인을 진단한다 . 이미 정책적 수준에서 제출된 부동산 전문가들의 진단은 많다 . 과세정책과주택공급 정책 등에 대한 논쟁도 뜨겁다 . 그러나 우리가 주목해야 하는 것은 단기적인 부동산정책과 주택정책의 장점과 단점을 평가하는 것 너머에 있다 . 우리 사회를구조적으로 틀 지우고 있는 금융화된 자본주의와 그것의 원리인 경쟁과 승자독식의원리를 받아들이고 있는 사람들의 심성구조 자체를 비판적인 시각으로 바라보아야한다 . 이 글은 ‘ 불로소득 추구 기회의 평등화 ’ 라는 개념으로 투기가 만연한 한국사회의 심성구조를 분석한다 . 불로소득이 최고의 목적이 되어버린 사회가 어떻게노동의 가치를 폄훼하고 있는지 , 그럼으로써 사회를 지탱하는 토대가 어떻게 침식되고 있는지 살펴본다 . 그리고 그러한 집단적 심성은 근본적으로 자본주의를 정당화하는 자유주의의 철학적 원리와도 위배된다는 점을 강조한다 . 21 세기 신자유주의적 단계의 자본주의는 금융위기와 팬데믹위기 , 그리고 기후위기와 직면해서 내적 · 외적 한계를 드러내고 있다 . 이러한 위기들은 생산 , 유통 , 소비 , 분배의 방식을 근본적으로 바꾸는 전환을 요청하고 있다 . 불행히도 불로소득과 지대추구 기회의 평등화가 불러온 결과는 위기에 대한 대응을 더디게 하고 전환을 봉쇄하고 있다 . 이런맥락에서 어디에서부터 전환의 정치를 시작해야 하는지 질문을 제기하는 것이 이글의 목적이다.
Abstract
This paper diagnoses why the Moon Jae-In government’s policy to suppress rising real estate prices, including housing prices, has failed. Existing research on taxation and housing supply policies simply assesses the strengths and weaknesses of specific short-term measures. However, we must critically analyze how financialized capitalism frames our society and people’s mentalities, normalizing its principles of competitiveness and a winner-take-all attitude. This paper explores the collective mentality of Korean society in which speculative behaviors prevail, naming this tendency the ‘equalization of the opportunities for seeking unearned incomes’. This paper considers how a society in which unearned incomes are accepted as desirable depreciates the value of labor, and thus erodes the social foundation for survival. It also underscores how such a collective mentality fundamentally deviates from the philosophical liberalism justifying capitalism. 21 st -century neoliberal capitalism faces financial, pandemic, and climate crises, and these events have exposed both its internal and external limits . These crises require us to radically change the mode of production, circulation, consumption and distribution. Unfortunately, an effect of the equalization of the opportunities for seeking unearned incomes and rent is to deter possible responses to them, and to block a shift to an alternative society. In this context, this paper’s raises the question of where a politics of historical shift should begin.
